Assignment Title Consultancy Services for the Assessment of Laboratory Equipment and Technical Staff Training Needs in 24 Public Universities

The Ministry of Higher Education of Islamic Republic of Afghanistan has received Grant from the Afghanistan Reconstruction Trust Fund (ARTF) Administered by International Development Association IDA, World Bank and intends to apply part of the grant proceeds to make payment under the contract for the Assessment of Laboratory Equipment and Technical Staff Training Needs in 24 Public Universities.
Objective and Purpose of Assessment
The objective of this assessment is to provide MoHE a good overview and current status of existing laboratories, technical staff appointed for these facilities and training need assessment to train technical staff. The purpose of the assessment is to determine whether the laboratory has the appropriate technical competence and complies with the requirements. This assessment will be used in providing short-term technical and maintenance courses for technical staff of laboratory technicians to improve their job-related skills. Upgrading skills of technical staff is critical to help improve the quality of teaching and student learning through providing quality and hands-on experience in laboratories.
Primary data has been conducted on the number of technical staff in laboratories in all public universities by HEDP coordinators the summary on the number of technical staff is included in this TOR for further clarification purposes.
Initially, the assessment shall provide a detailed review of the policy and procedures in place for maintaining an adequate supply of spare parts and consumable materials for keeping equipment and provide review of current competencies of the technical staff and required technical skills to maintain and operate the laboratory facilities (existing equipment).
The firm will prepare an inventory of current equipment (both operational and non-operational) per faculty, type, and discipline of each university. The consultant shall categorize laboratory equipment based on type and purpose of equipment. In consultation with the deans, academic heads, chief technicians, academic experts supporting the implementation of HEDP, and OBE/SCL Champions in the universities, consultant should also propose contents of the short-term training programs and identify possible trainers from within each university if available.
If the trainer is not available within the specific university then consultant shall provide further insight if the trainer is available at another university.
The consultant shall also provide terms of reference for the trainers or list of required competencies for trainers based on needs as part of the final report.
The consultant shall provide a detailed list of training needs of current technical stuff required for laboratory technicians of different types of laboratories.
Scope of Work
The consulting firm will conduct the needs assessment by offering leadership skills and technical expertise. The firm will be deployed for three months, from June 2017 to August 2017. Consultant firm will start from the preparation phase to the final report and findings dissemination with a possible extension depending on the type of emergency, needs, and funding, to conduct the assessment in the following capacities:
1) What equipment do the universities have access to? (The brand, which department/faculty is it related to, when this was manufactured, what skills are needed to operate it…)
2) What specific training are needed for the technical team that enables them to utilize the current existing lab equipment and use them on daily basis to enhance students’ knowledge and provide experiments for student learning outcomes?
3) When were these equipment purchased and how were they maintained up until this assessment and which machinery are currently available and which ones are not used and why?
Qualifications Criteria of the Consultancy Firm:
• A record of minimum 3 years of experience in Afghanistan in consultancy services in the field of technical assessment preferably in the area of laboratory, library and IT.
• Demonstrate experience with World Bank or other donor support projects in areas of technical assessment, data collection, and technical staff evaluation in education sector.
• Organization’s Technical and Financial capacity to fulfill the assignment.
Ministry of Higher Education now invites eligible consultants (consulting firms) to indicate their interest in providing the services. Interested consultants must provide information as below indicating that they are qualified to perform the services; interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Protocol and comes with a predefined amount that will be released once the indicator is achieved.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the selection based on the consultants qualification (CQS) procedures set out in the World Bank’s Guidelines selection and employment of consultants under IBRD loans and IDA credits and Grants by World Bank Borrowers-Jan, 2011”.
