OBE-SCL Reflection Paper by Saifurahman Rohi

Every teacher wants to use new techniques to improve and to have better outcome. Therefore, the process of selection for the program of OBE-SCL was competitive.  First of all was selection of candidates at Faculty level among lecturers. Fortunately, I was one of the lecturers at Education faculty of our university that all members of Academic Committee of the Faculty selected me for the program. Second step was according University level that HEDP members selected according to their submitted documents; which focused on written portfolio and other documents that we have submitted for the selection for the OBE-SCL.  The last step was interview that I answered to the entire questions well Alhamdullah. So, I got selection letter from the HEDP for the program.

 

It beginning OBE-SCL was only a new term that I heard and I was confused. After some research and studying about program, I got some knowledge. So, I was interested to participate in the program to get complete information about it. Before the start of workshop at Malaysia I participate at OBE-SCL workshop which was conducted by Mr. Maroof Khan Hamdard and M. Daud Shirzad at Paktia University. Reflection Paper by Heymayatullah Ahmadi

I have been informed about Advanced OBE – SCL Workshop at UTM in Malaysia through an official letter sent by HEDP to Kabul Polytechnic University, most of the lecturers who met the requirements had applied to workshop, however 15 of them were shortlisted for the interview by reviewers from UTM and HEDP, upon the transparent and peer reviews of all documents and teaching portfolios, 5 lecturers from KPU have been selected to attend the workshop. Before attending the workshop, I had the general concept of OBE – SCL but not in details, as during my classes in KPU, I have divided the whole class into several groups by different assignments till end of the course, however this division was not based on the regulation and standard of SCL because I did not have full understanding of this approach. In addition, I have been the member of our department in developing of our curriculum that recently has been updated by cooperation of GIZ, during the working on our curriculum; I have got acquainted with some principles of designing the program objectives and outcomes, also course outcomes based on Blooms Taxonomy.  In fact, while I was attending the workshop, I was not fully assured to be the one of the participants, as the expectation of trainers was high as upon completion each participant must be able to train other lecturers and convince others to implement OBE – SCL. Hopefully I searched the materials related to OBE – SCL from ex participants and studied all four sections, but still I had some confusion whether how to implement OBE – SCL for technical disciplines, and how to convince others to accept and belief on  this approach which is effective based on the past experiences of countries. Reflection paper Based on OBE-SCL workshop by Javid Ali

  1. What process did you go through to that you were selected for this program?

At the end of the year 2017 the first training on OBE-SCL was held in Ghazni University that I have participated in. The workshop lasts for 16 days and I attend entire training workshop. Consequently we (the participants) have got the certificates of completion it was the beginning of the selection process thus after the training; the trainer has taken the first steep of selection process. The eligibility criteria for the first round of the selection were the fallowing

1) Regular attendance.

2) Master degree.

3) English language proficiency.

4) Motivation and Activities in workshop.

According to these criteria 8 of the participants (lecturers) introduced to the HEDP office of MOHE, each one was given the application packages (application form, portfolio format, application guideline, information on champion responsibilities) the trainer recommended candidates to fill out the application carefully, work portfolio effectively and study the information sheet and guideline because the documents will be sent to the HEDP to be judged for your selection. Reflection Paper on Advanced OBE-SCL Workshop by Abdul Latif Zahid

Introduction

In today’s world, all the affairs of life are depended on knowledge and modern sciences, and no human affairs can be run properly without science and technology. Also one of the innate inclinations or tendencies of mankind is truth searching, knowing facts, knowing oneself and the world, as well as knowing oneself and the others.

Furthermore, development in different spheres of world is achieved due to the development in education, and every country tries to progress in various fields. Afghanistan also needs to be a progressive country like other countries in the world.

Thus, if we want to build Afghanistan, we have to improve its educational system, particularly higher education system, because higher education is the milestone of all progressions in a country. So, we have to adopt new approaches, such as OBE, in our higher education system to make better the quality of our education. OBE is one of the very successful teaching approaches. Or in other words, Outcome Based Education is an educational approach which bases every part of an educational system around goals, and it emphasized that every teacher has to achieve the goal intended for each lesson. Thus, outcome based education states that every lesson must have a clear objective, and this learning outcome has to be shared with the learners during the class instruction. Also there must be alignment between outcome, instruction and assessment.

OBE, SCL Workshop

In recent years, Ministry of Higher Education of the country has opened an office by the name of Higher Education Development Program (HEDP) which operates to improve the quality of the education in public and private universities across Afghanistan. HEDP has been able to provide the opportunities of short term and long term programs for young afghan lecturers both inside and outside of the country to gain more knowledge and to develop their teaching skills. One of these programs is the basic and advanced OBE-SCL workshops which were launched both in Afghanistan and in Malaysia. (more…)

Reflection on OBE-SCL Advanced Workshop in UTM Malaysia

  1. What process did you go through to that you were selected for this program?

I have participated in OBE-SCL training held at Kandahar University where I found the effectiveness of OBE-SCL and it became my inspiration for enhancing my knowledge furtherly. The requirement for the advanced OBE-SCL workshop in UTM (University Technologi Malaysia) were to write teaching portfolio which demonstrates my knowledge, reflection, vision of teaching, my motivation for OBE-SCL concept and future implementation. Successfully demonstrating all these had enabled me to be interviewed for advanced OBE-SCL workshop which was to be held in UTM.

  1. How much did you know about the OBE-SCL before the workshop started?

Since I had taken workshop on OBE-SCL before taking advanced workshop, I had the basic knowledge and concept of OBE-SCL, but I needed to get advanced training for those things which have lift unlearned and doubtful. for example, I knew about formal cooperative learning method theoretically as a competence knowledge and was not able to Implement them practically. OBE-SCL advanced training have provided me opportunities to understand them with practical use. Beside cooperative learning, I had also problem in setting of PEO (program Educational Outcomes) and aligning them with POs (program outcomes). I knew about bloom’s taxonomy before getting advanced training, yet these were only understanding and to consider them at every level of teaching and using them into my assessment process was the key achievement in the workshop. Reflection Paper on OBE-SCL by Rahmatullah Hashimi

 

For the first time, I have attended in OBE-SCL workshop for 12 days which was held in Shaikh Zayed University in April 2017. After completion workshop we supposed to submit our teaching portfolio and I also submitted my portfolio to HEDP. After evaluation of my portfolio, I shortlisted for interview and after conducted interview, I selected for advanced OBE workshop which held in UTM, Malaysia. Finally, I could take as qualified training candidates to go to Johor Bahru, Malaysia which has done in April, 2018 and had the privilege and proud of attending the workshop in UTM.

In the first OBE workshop which held in my university (Shaikh Zayed University) I studied about what are OBE and its benefits. I also learned about program educational outcomes (PEO), program learning outcomes (PO), course outcomes (CO) and learning outcome (LO). I also got information about assessment, types of assessment, assessment cycle, teaching and assessment planning and continues quality improvement (CQI). I have also studied about informal cooperative learning structure, supporting students learning, cooperative learning and design an effective learning environmental using cooperative learning.

Surly, before taking this workshop I also used and implemented some parts of OBE system in my teaching such as making syllabus, course outcomes, group activity, formative assessment and rubrics system.

These things I have learned in Purdue university at USA in 2011. For the first time I made course syllabus which has course outcomes, goals, teaching and learning activity, assessment, policy and grading criteria. But after OBE-SCL workshop at SZU I got better and wider concept about OBE-SCL. During workshop not only, me but also other lecturers had a lot of questions and misconception about OBE-SCL implementation in ministry of higher education especially in our university. I really had problem with PEO (Program Educational Objectives), PO (Program Outcomes), and Course Outcomes mapping and their alignment with instruction (teaching and learning activities) and assessment.  After discussion with participant and working in groups and brings examples or story of UTM then many misconceptions were solved.

In the workshop, we have OBE-SCL four books and well-organized power points slides which made by UTM professors. If I had some misconceptions I asked from UTM professors and for better understanding I can search in google and read about the issue in details.

I think that this workshop was the best way to deliver the OBE-SCL approach and contents to encourage the lecturers to handle the 21th century needs and challenges. OBE covered many parts and all the parts were important and have link with each other’s. but in my opinion, I like particularly the PEO, PO, CO and LO and their mapping to inform lecturers, students, stockholders and society of their responsibilities and achievements. So, this is why in this workshop I made the defined my own faculty PO and my course CO. the second main important issue was the Constructive Alignment because the very pathway and roadmap for our progress and what we align our outcome we must design our teaching and learning activities and finally we have chosen that kind of assessment which can easily achieve our outcomes. For the long-term achievements CQI is the best way to continue. In any university OBE-SCL can be implemented, but best opportunities make way for best implementation.

Definitely, the advanced OBE and SCL workshop have met my standards which I desired in professional and academic life. Those points (PEO, PO, CO and LO mapping, rubrics for assessment and constructive alignment) which were not so clear for me, now it is cleared. This workshop covered and meet all the standards which related to OBE-SCL and explained by well qualified professors.

My goal was to attend the OBE-SCL workshop to know more about OBE system. Because our ministry of higher education has clear mission to implement OBE-SCL in public universities. I also want to become good champion (in order to develop curriculum in the light of OBE and SCL), to utilize from oversea professors’ and champions’ experiences, understandings and impressions in relation to the contemporary approaches and educational systems, to change the current outdated teaching and learning approaches to OBE-SCL system. When I learned and change myself then I can easily implement and share with my lectures in our university through workshops.  Finally, after obtaining this workshop I complete agree and satisfied that OBE-SCL education approach is the only way to solve the 21th century challenges and response to the society need.

First time I think this system will not work or implement in Afghanistan situation but after completion the workshop and learned about UTM OBE story, I understand that OBE-SCL can implement in any situation just it need strong commitment and without OBE-SCL system our graduates will not know about their responsibilities. As a lecturer now, I have a lot responsibility to change the traditional system to OBE system. For that purpose, I need regularly conduct researches in terms of updating and redefining the process of learning. As a learner, I found that OBE-SCL is a long-life process to be learnt and follow the CQI cycles.

After the completion of OBE-SCL workshop, I understand that our current education system need to improve specially to publish PEO, PO, CO and LO and their exact mapping. In the current system our PEO, PO, CO and LO are not off to marks and need to improve. This is why the OBE-SCL system is very important and it starting with clear picture (PEO, PO, CO and LO). I understand the importance of constructive alignment and how to implement in real lesson. We all the champions have strong commitment for further improvement.

After the completion of OBE-SCL workshop some of my ideas are change such as OBE-SCL will not implement in large class in term of students, stock holder opinions regarding curriculum, rubrics for assessment and so on. Now I understand, that for faculty need to have well organized PEO, PO and LO and their mapping.

One thing I personally would like to improve upon is define course outcomes, design teaching and learning activities and assessment to assess the target outcomes. In our faculty all lecturers will redefine their course outcomes, teaching and learning activities and assessment according to the OBE-SCL standards.

In my opinions, some of activities need to be done in the class or give it home task to done it home. For examples, every participant need to define or redefine their course learning outcomes, teaching and learning activities and assessment for complete course during workshop.

OBE- SCL have many concepts, but for me making PEO and PO and their assessment is very important and this might be done with help of stockholders and alumni association. So, we really need the two sectors contributions.

I had few academic trips to foreign countries but this I found this academic trip regarding advance OBE and SCL workshop one of the meaningful and constructive events of my life because it genuinely helped me to view teaching and learning from a different and very positive perspective. Therefore, I alternatively used OBE and SCL in my own classed and I found from students feedback the OBE-SCL approach interactive and students welcomed it.

Definitely, as a dean of faculty I will truly support OBE and SCL in my faculty. First, I will start from myself and already I started and then motivate other lecturers to conduct OBE-SCL approach in their classes.  I also conduct holding workshops at faculty and university level. Moreover, our faculty created criteria to evaluated lecturer’s performances at faculty level and implementation of OBE-SCL is the huge part of criteria.

For other lecturer’s motivations we need show our OBE-SCL implementation advantages that we got in recent time. We need to general seminars, workshop about OBE-SCL awareness to all lecturers. Ministry of Higher Education will make some policies of OBE-SCL for examples, those lecturers who are not willing to join workshop and implanting OBE-SCL in their class their academic promotion will be postpone.

In my opinions, OBE and SCL can be institutionalized if the Ministry of Higher Education truly supports and create the best atmosphere for OBE and SCL implementation through financial and academic support. For examples, creating laboratories, hiring staff and improve infrastructures. Ministry of Higher Education create opportunities for conducting workshops about OBE-SCL and force universities for implantation.

Reflection on OBE-SCL workshop

The grounding for the advanced OBE, SCL and Blended Learning workshop in UTM, perhaps tied with my primarily participation on OBE and SCL workshop which conducted in Said Jamal Uddin Afghani Kunner University I believe that was the icon of my faith which shaped here. Similarly, writing the Teaching Portfolio was the other vital step for selection in HEDP which obviously done by Mr. Habibi. Then, I am interviewed by the HEDP Senior Training Manager for further qualification and checking my English proficiency and Teaching Groundings. Finally, i could take as qualified training candidate to go to Johor Bahru, Malaysia.

Indeed, I did not know the major concepts of OBE and SCL before attending the Advanced OBE and SCL workshop in Said Jamal Uddin Afghani Kunner University from 17.02.2018 to 28.02.2018. after attending this workshop, I got primary knowledge about Advance OBE-SCL program then, I implemented teaching and learning activities in statistical methods such as group work, pair works, presentation and some other informal cooperative activities. I have understood now, what OBE is and its genuine essence and nature and how it can be implemented effectively with consideration to environmental factors, needs, levels and interests of our students.

I distinguished some of the concepts and notions at surface level such as: OBE and its common interpretation, SCL activities, Constructive Alignment, Zone of Proximal Development, Learning styles and etc.

I really had problem with Program Educational Objectives, Program Outcomes and Course Outcomes mapping and their alignment with instruction and assessment. It must be also said that I personally faced with some confusion in some of the PPTs and slides that covered by some of the professors at UTM but hopefully, I have overcome them thorough asking for further clarification regarding the ambiguous concepts from the concerned professors at tea breaks and in another spare times. Finally, let it be said that through colleagues’ contribution and professors’ further elaboration to many unknown or confused concepts, certainly helped me to be cleared enough.

In case of resources, I used my personal laptop, the four books of OBE and SCL, notebook, slide shares from Google in relation to OBE and SCL, and also utilized from our colleagues’ and Malaysian Champions’ experiences, ideas, understandings and PPTs and slide shares.

I am sure that through effective implementation and long-term support of OBE and SCL I will ascertain my feeling and attitude regarding OBE and SCL and Blended Learning as well.

Constructive Alignment sounds really good and meaningful to me because the very pathway and roadmap for our progress and meeting the demand of job market will be insured through constructive alignment. If I am not exaggerating, it must be said CQI grantees the future of our good learners.

I am impressed by ILS which I just started working with my students that what kind of learners are they. And what should be done in advance in order to balance the learning level and draw parallel among all four common types of learning styles.

Malaysian professors’ attitude towards Afghans and Afghan champions really made me satisfied. As far as the fact concerns, the workshop changed my view to look to teaching, learning and assessment from a more constructive and aligned dimension.

In fact, the workshop was a significant motive for me to go shoulder by shoulder with contemporary educational technology and methodology in which we are compelled to be updated and tentative in terms of designing curriculum and delivery of the activity.

The main goals for attending the OBE and SCL workshop were:

  • To becomegood champion(in order to develop curriculum in the light of OBE and SCL).
  • To utilizefrom oversea professors’ and champions’ experiences, understandings and impressions in relation to the contemporary approaches and educational systems.
  • To changethe current outdated teaching and learning approaches which sovereign in Higher Education of Afghanistan, to be a good lecturer and etc.
  • To enhance, update, and tentatively move forward in the realm of higher education and teaching learning process. I as a lecturer have a lot ahead to do in order to implement OBE and SCL effectively in my country and particularly in my university. As a lecturer, I shall regularly conduct researches in terms of updating and redefining the process of learning.

The Advanced Workshop helped me to redefine many core concepts of teaching and assessment from a contemporary attitude. For instance,

  • Outcome is determined with a clear picture of what is important for students.
  • Teaching and learning activities should activate action verb which are used in intended outcomes.
  • Throughout workshop student introduced to the importance of assessment in OBE & how to effectively align to the curriculum, beside it discussed the importance & methods of implementation of continuous quality improvement as one of the essential part of OBE.
  • Presented different type & stage of assessment methods that could be employed.
  • Assessment should provide feedback to students whether the intended outcome achieved or not?
  • Identified informal cooperative learning structure contains activity that can be used to engage all students during class session, formal cooperative learning & three pillars of CL, Book- end division approach, index of learning style model and so on.
  • Studied the principles for design of effective learning environment such as Branford’s (how people learn framework) & Bigg’s (constructive alignment).
  • If outcome is cognitive therefore, the teaching and learning activities should also be matched with that it should not be cover activities that consider on psychomotor domain.
  • My understanding and realization of Constructive Alignment, CQI, PEO, PO, CO and ZPD changed constructively. (PEO, PO, CO, CQI and mapping all of them).
  • For writing an outcome the Audience (A), Behavior(B), Condition(C) and Degree(D) or ABCD model should be considered as an example: The students(A) should be able to orally(c) explain(B) the two(D) branch of statistics in the class. For a specific and measurable outcome, the learning domains and the level of expectation (Bloom Taxonomy) should be considered.
  • During workshop formal cooperative learning activity, Jegsaw’s activity and informal cooperative learning activity like think-pair-share were utilized.

I found advance OBE and SCL workshop one of the meaningful and constructive events of my life because it honestly helped me to view teaching and learning from a different and very positive perspective. In terms of effective implementation of OBE and SCL, I would like to say that I have been started implementation of OBE and SCL just by my arrival and joining my classes. In addition, let it be noted that I putted dot to lecture method and the rest teacher-centered methods and techniques which I have been used. Therefore, I alternatively used OBE and SCL in my own classed and I found the mentioned approach interactive and students welcomed it.

Inshallah, I will support and cultivate OBE and SCL through conducting research in the regard and holding workshops at faculty and university level. Moreover, it is also mentionable that through actual performance in my classes in the light of OBE and SCL, I can also change the stereotyped mindset about OBE and SCL implementation.

As I clearly advocated OBE and SCL as the modern approach to substitute the conventional approach and certainly will have meaningful impact on the process of learning and teaching. Also, I will also discuss and convince them based on my actual results and improvements which are indebted of implementation of OBE and SCL in the course of classroom performance.

I think, the advance workshop can be institutionalized if the Ministry of Higher Education completely supports the notion of OBE and SCL through financial and academic support in terms of conducting researches by the champions and holding conferences and trainings about OBE and SCL. In addition, I can also dare to expect that Ministry of Higher Education can coordinate and invest on champions in national level in order to substitute OBE, SCL instead of traditional approaches.
